Poland welcomes the transfer on 28th June 2004 - by the Coalition Provisional Authority in Iraq - of full power in that country to the Iraqi government. Accelerated implementation of the provisions contained in Security Council Resolution 1546 reflects commitment to the fastest possible assumption of responsibility for Iraq by the Iraqis themselves, and marks a new stage in the reconstruction of sovereign Iraqi statehood.
We wish the new Iraqi authorities success in building a stable, federal, democratic, pluralistic and united Iraq – in which human rights and other universal values are duly respected. We are confident that the Iraqi authorities will win a worthy place for Iraq on the international arena. We expect that they will be supported in this by the decisions of the NATO summit in Istanbul.
Poland, as an active participant in the international efforts to stabilize and reconstruct Iraq, reaffirms its continuing support for the new authorities in their striving to restore peace, reconstruct and transform the state, and establish good-neighborly relations with the states in the region. We expect to be joined in this mission by all states interested in building an Iraqi state ruled by law, and in bringing security, peace and cooperation to the Middle East.
The restoration of full sovereignty to Iraq and the resulting resumption of diplomatic relations between Iraq and the US signifies termination of the Polish-US agreement under which Poland has represented US interests in Iraq since 1991. It also signifies establishment of Poland’s full diplomatic presence in Iraq - with normal relations between the two states, based on the positive experience of cooperation and partnership, and reflecting Poland’s ongoing involvement in the building of a new Iraq.
